No, you do not need a paid subscription plan to use Citation Builder (CB).

Citation Builder is a pay-as-you-use service that incurs separate charges depending on which types of submissions are purchased:

1. Manual (by hand) submissions: $3.20 per site, or from $2 per site if you purchase Citation Builder credits in bulk.

2.  Data Aggregator submissions: $30 each (excluding Active Sync Plus), $70 to purchase Active Sync Plus. Or as a bundle, saving up to you 20%.
